A structural connectivity widget for The Virtual Brain

This project requires building a new Structural Connectivity Editor Widget. It will have the following features (but not limited to): display connectivity matrix, normalize matrix, resect connections, resect nodes, change connection weights, and save the resultant connectivity. It will help the users to edit the connectivity matrices involved in a TVB simulation. Users can access this new widget via the Jupypterlab notebook or in the Xcircuits extension in Jupyterlab.
- Demo Jupyter notebook that runs the widget along with a set of classes that handle the features and tunable parameters
- Integration of widget with Xcircuit extension
- Unit test cases for the newly written code and readable documents of the entire project
